A document of communication prepared and approved by the Contracting Officer, which authorizes the commencement of performance on predefined action on the part of the contractor pursuant to an existing task order.
An order for services or supplies place against a contract.
SME is a contractor/subcontractor employee who, by reason of experience, education, or a combination thereof, possesses a high degree of specialized knowledge with respect to a particular area of the criminal justice system or other area which is relevant to the work of ICITAP.
A technical direction document prepare by program staff and approved by the COTR. This document authorizes specific actions pursuant to and within the scope of an existing task order only. TGLs will be numbered with the governing Task Order`s number followed by the TGL`s sequential number (ie TO 0560/TGL01; TO 0321/TGL140)
It includes the costs associated with the Contractor`s management, administration, staffing, planning, scheduling, procuring, etc., and the costs associated with the Contractor`s field project coordination. Also, it includes the funding allocated in each CLIN.
Fund cites are accounts established by ICITAP with the Financial Management Office (FMO) of U.S. embassies located in host countries to pay for goods and services required to implement programs.
Capital Security Cost-Sharing Program. The law authorizes the Secretary of State to determine the cost share allocable to each agency to provide new, sara, secure U.S. diplomatic facilities, in consultation with these agencies, under the CSCS program.
Unified Financial Management System used by ITFM
The factor (fixed unit price) to be applied against the actual cost of an “Other Direct Cost” (ODC) item to cover administrative handling expenses.
Contracting Officer`s Technical Representative. Responsible for day-to-day management of the contract and task orders.
The International Cooperative Administrative Support Services (ICASS) system is the principal means by which the U.S. Government provides and shares the cost of common administrative support at its more than 250 diplomatic and consular posts overseas. The Department of State is the primary service provider and it offers these administrative support services to other agencies using a Working Capital Fund under authorities contained in 22 USC 2695 and 2684.
