God creates the state, makes it sovereign and selects a ruler over the state. People must follow the ruler because he represents God. If a person fails to follow the ruler, he or she is disobeying God.
A population is formed out of primitive families. The heads of the families join together to become the government. The families settle in an area and this becomes a sovereign state.
People in an area agree to the need for protection and security among them. They agree to create a limited government giving up some of their rights and powers to the government so that they can ensure these needs are met.
People in an area submit to be ruled because a person or a group coerces or threatens them into obedience and submission. That area becomes a sovereign state.
