The heads of the families join together to become the government. The families settle in an area and this becomes a sovereign state. 2 People in an area submit to be ruled because a person or a group coerces or threatens them into obedience and submission. That area becomes a sovereign state. 3 People in an area agree to the need for protection and security among them. They agree to create a limited government giving up some of their rights and powers to the government so that they can ensure these needs are met. 4 God creates the state, makes it sovereign and selects a ruler over the state.
