Les modalités d'accès au territoire :

En principe , l ? Etat détermine les modalités ? accès à son propre territoire : avoir ou non un visa d ? entrée , politique de l ? immigration ( fixe ou non des quotas , des critères à maitriser comme la langue ? ) , l'état ne peut pas maitriser l'immigration .

En ce qui concerne les marchandises , c'est l'état qui définit les barrières financier avec certains états .
Il existe des conventions internationales permettent l'accès légal à un territoire : les accords de signés en ( initialement pas 5 pays : , et pays du Bénélux ) , ils régissent la circulation au sein de « l ? espace Schengen » qui regroupe aujourd ? hui étendu à 26 pays Européens ( 25 états de l'UE et la Suisse ) . Il y a un partage des entre les pays signataires des accords de Schengen . Cette convention prévoit une libre au sein de l ? espace Schengen : suppression des contrôles , coordination de la lutte contre le trafic de drogue et la criminalité . Il y a aujourd'hui la douane volante , les douaniers se déplacent et peuvent contrôler en tout point du territoire , ce qui permet de lutter contre les Traffic et immigration clandestine . Les pays signataires pratiquent une politique commune en matière de : si un pays a obtenu légalement un visa , il peut circuler librement dans tous les états membres de l'accord de Schengen .
