Une diplomatique n ? entraine pas un retrait de reconnaissance mutuelle mais seulement ? interruption des relations régulières entre Etats du fait d ? une grave de leurs rapports . Le droit international reconnaît le droit ? établir des relations diplomatiques , ? envoyer des représentants dans les Etats étrangers ou auprès d ? organisations internationales ainsi que le droit de des représentants d ? autres Etats .

L ? établissement de relations diplomatiques est un acte sous la forme d ? un traité qui lie deux Etats il y a donc une idée de réciprocité et un principe de consentement mutuel . Ainsi , cela constitue un moyen privilégié de et de entre les Etats très utile car cela va aider à résoudre des conflits interétatiques de façon pacifique afin d ? éviter une ou pour essayer de négocier un retour à la paix . Un état ne peut pas un autre état de recevoir ses représentants .
Il y a une fonction pacificatrice de la diplomatie pour essayer de résoudre une situation de crise ( négociation ) . Quand il y a conflit armée , la diplomatie va être utilisée pour essayer de restaurer la paix .

? La diplomatie n ? est pas neutre ! Elle est aussi révélatrice d ? un de , car bien que théoriquement sur le même niveau , les états ne sont pas tous égaux dans les négociations , il peut y avoir des pressions faites sur les états plus fragiles , plus dépendants des autres .
