They use these resources to develop technology and weapons like no other in the world that can be used to defend their nation. The U.S. military experiments on Steve Rodgers by giving him a super soldier serum that will allow him to be a stronger and more effective soldier than any other man in the war. They plan to expand the use of this serum to American soldiers fighting in WWII if it is successful. Nick Fury explains that "There was an idea called the Avengers Initiative. The idea was to bring together a group of of remarkable people to see if they could become something more. To see if they could work together when we needed them to, to fight the battles that we never could." Shield begins using the tesseract to develop weapons of mass destruction after Thor 's trip to earth made them realize earth is unprepared for contact with alien life. The U.S. military begins trying to develop the technology that Tony Stark uses in the Ironman suit for military use as other nations attempt to do the same. The United Nations drafts the Sokovia Accords meant to control the international actions of the Avengers after a disaster results from one of their battles. Shield and the Avengers help to develop an alliance between Earth and Asgard when it comes to dealing with intergalactic threats. The World Security Council that works with Shield to develop proper courses of action against threats is made up of leaders from around the world. Wakanda agrees to work with the United Nations to use its resources to help those in poverty around the world. Tony Stark attempts to negotiate with Steve Rogers to convince him to sign the Sokovia Accords for the better of the world. Odin and Laufey create a peace treaty between Asgard and Jotunheim that will last for thousands of years. The Flag Smashers believe that national borders should be eliminated and that the world order should return to the way it was after the "blip." Thanos believes that the population of the universe should be reduced to half in order to eliminate war are famine. Ultron believes that human beings are the greatest threat to peace on earth and that if they do not adapt they should be exterminated. Tony Stark decides to stop supplying weapons to the military because he learned that they are ending up in the wrong hands and causing more harm than good. Nakia rejects the possibility of being queen of Wakanda because she believed that they they should do more to help the people of the world rather than hiding their resources to protect their own nation. Instead she devoted herself to helping people in a way that Wakanda was not. Natasha fights to dismantle the Red Room that was responsible for the human trafficking of little girls who were developed into deadly assassins responsible for numerous political assassinations throughout history. As Queen of Wakanda, Shuri decides to end the cycle of violence that is developing between Wakanda and the Talocan by sparing their leaders life and forming an alliance with him even though he killed her loved ones and attacked her home.
