I remember ( read ) an article about Kerala fifteen years ago , and I've been meaning ( visit ) ever since . The government has tried ( improve ) people's quality of life through various measures , such as land reform . In the 1960s it stopped ( allow ) landlords to charge rent to farmers . This meant ( give ) the land back to the people who worked on it . At the same time , the government started ( invest ) in education . So poor people in Kerala have benefited financially and are now better educated . But no system is perfect , I regret ( say ) . The problem in Kerala is that the economy is still based on agriculture . Most students who graduate with a degree won't want to work in the fileds . So although they may prefer ( live ) in Kerala , a lot of young people are trying ( move ) to more developed parts of India to find decent jobs .
