Each graduation/line on the main scale represents one mm.

Verniers are always read in mm as the unit of measurement. The 6cm equals 60mm and the zero has passed a further 6 graduations/lines on the main scale making the total 66mm on the main scale.

The mm scale is at 66mm. The line that best matches on the mm scale and vernier scale is two graduations past the 4. This means that the vernier scale is 0.44mm. When you add the two measurements the total equals 66.44mm.
