La Ley 8822 obliga a todas las municipalidades de Costa Rica a crear una Comisión Municipal de Accesibilidad y Discapacidad (COMAD).

La COMAD está formada únicamente por regidores municipales.

Una de las funciones de la COMAD es velar por la aplicación de la Ley 7600 de Igualdad de Oportunidades.

La Ley 8822 es opcional para las municipalidades, ellas deciden si quieren crear la COMAD o no.

La COMAD debe rendir cuentas de su trabajo al Concejo Municipal.

La COMAD puede coordinar acciones con instituciones públicas y privadas para promover la inclusión.

El principal objetivo de la COMAD es supervisar únicamente la construcción de rampas en las municipalidades.
