La Ley 115 de 1994 , en sus artículos del 168 al 222 , habla de cómo se organiza la educación en Colombia . Por ejemplo , dice que para que los colegios tengan lo necesario : pagar maestros , arreglar salones y comprar materiales . También explica que el Ministerio son como los " árbitros " del sistema : vigilan que los colegios cumplan con las reglas y ofrezcan buena calidad . Además , resalta que no son solo los maestros y estudiantes , sino también , quienes participan en consejos donde opinan sobre decisiones del colegio ( como elegir actividades o ayudar a mejorar la convivencia ) . La ley también regula , recordando que , aunque sean diferentes , deben garantizar siempre una educación de calidad . Finalmente , se habla de la evaluación : tanto estudiantes como maestros deben ser para asegurar que se está aprendiendo y enseñando bien . En resumen , esta parte de la ley busca que la educación funcione como un , donde cada jugador ( Estado , maestros , padres y estudiantes ) tiene un papel y juntos logran que todos puedan aprender en buenas condiciones .
