La ley no podrá modificar o derogar lo acordado en un tratado vigente para El Salvador.

En caso de conflicto entre el tratado y la ley, prevalecerá la ley.

Para la ratificación de todo tratado o pacto por el cual se someta a arbitraje, será necesario el voto de las tres cuartas partes, por lo menos, de los Diputados electos.

Siempre se podrán celebrarse o ratificarse tratados u otorgarse concesiones a pesar que se altere la forma de gobierno

La Asamblea Legislativa no puede facultar al Órgano Ejecutivo para que contrate empréstitos voluntarios, pues el Órgano Ejecutivo es más importante.
