FAO estimates that , over the next 30 years , more than three quarters of the growth in crop production that is needed to satisfy increasing food needs , will have to derive from increases in crop yield . This will only be possible if substantial technological innovation takes place . Modern biotechnology tools of recombinant DNA , including genetic , offer some opportunities for generating such innovation .
Although the use of genetically engineered drugs and has not stirred much controversy , the deployment of genetically modified ( GM ) crops has met with fierce resistance , particularly in Europe on ethical grounds and on concerns of perceived negative impacts of GM crops on the environment and food safety . Ethical considerations revolve around topics such as the `unnatural' nature of gene transfers across species ; possible socio - economic impacts of widening the gap between the rich and poor farmers and countries and the fear that agricultural biotechnology will increase the dependency of global food supply on few multinational corporations controlling the seed industry . With all the negative publicity of GM crops there are concerns that the resistance to GM crops by consumers in Europe may have hindered the transfer of this new innovation to the countries where increasing crop productivity is most urgent .
The lack of support for the development of GMOs in the fight for security has not gone unnoticed . In June 2000 , seven National Academies of Sciences released a report calling for a concerted effort by all sectors , public and private , to develop GM crops - especially food staples - that benefit consumers and poor farmers , particularly in developing nations . It called for the sharing of GM technology developed by private corporations for use in alleviation and to enhance food security in developing countries . The report also proposed special exemptions for the world's poor farmers to protect them from inappropriate restrictions in propagating their crops ( NAS 2000 ) .
