Some Americans had an intense hatred of foreign - born people who came to America . This was known as . All of America pretty much agreed that the US should stay out of world affairs . This national spirit supported . America and the world was very afraid of ( and did not understand ) a new kind of government called where the nation controlled the economy and the lives of its citizens .

A lot of people coming here from Europe ( especially Italy ) were who did not think government was necessary . Americans distrusted newcomers , so when & were accused of murder , people just assumed they did it without any evidence to prove it .

Many Americans believed that a system would make the nation safter by limiting how many people could come to the Us . Congress took action by passing the Emergency Quota Act of 1921 by limiting the amount of people from European & Asian nations to percent . Three years later , Congress passed another law ( the Immigration Act of 1924 ) that brought the limit of immigrants percent .

FALL was a Secretary of the Interior who got caught up in a scandal involving when he tried to sell property he did not own .
