El río San Juan es la fuente principal de agua para el oasis Tulúm-Ullúm-Zonda.

La red de riego actual depende exclusivamente de las municipalidades sin intervención provincial.

Las comisiones departamentales de regantes nunca existieron y el riego se gestionó uniformemente desde la capital.

La Puntilla fue construida en 1850-1851 para defender la ciudad de San Juan y mejorar la regulación del agua.

El Estado nunca participó en la regulación del riego y todo fue gestionado por privados desde siempre.

La central Punta Negra tiene una potencia total de 65 MW y un embalse de 500 hm³.

La Ley de Irrigación de 1851 permitió dividir la provincia en ocho departamentos para mejorar la irrigación.

Entre 1851 y 1907 los regantes participaron activamente junto al gobierno en la gestión del agua.
