Participan tres órdenes de gobierno: Federación, estados y municipios.

Los recursos que se transfieren a estados y municipios se calculan mediante coeficientes de participación establecidos por la ley.

El SNCF opera con un presupuesto propio e independiente del presupuesto federal.
