Explanation

By opening test cock 4 first and allowing flow, we keep the zone of reduced pressure lower even when flushing test cock two so the relief valve does not discharge.

Flushing the low side first and while the high side is flushed helps to maintain the differential and ensure the relief valve doesn't open before the test.
