Explicación

f(x)=1 cuando x es racional y 0 cuando x es irracional, y los racionales e irracionales son densos en los reales, conjunto al que pertenece la función. Decimos que son "densos" porque entre dos números reales cualesquiera, siempre va a haber racionales e irracionales. El conjunto irreal ni siquiera existe.
