Artigas promovió la soberanía y el bilateralismo con Buenos Aires y las provincias orientales ; Rivera , por su parte , consolidó un modelo republicano , mientras Oribe defendía el orden tradicional . , estos líderes utilizaban alianzas tácticas y proyectos políticos para ganar adhesión entre estancieros y gauchos . , la Constitución de 1830 buscó equilibrar poderes ; , las luchas continuaron y marcaron la inestabilidad regional , , la dura realidad de la época .
