Many councils already use three bins : a general waste bin , a recycling bin , and a green organics bin for food and garden waste . In some places , councils are new collection systems . Organic bins may be collected every week , while general rubbish bins may only be every two weeks . Councils believe this will encourage people to recycle and compost more often . Heather Holmes - Ross from the Local Association of South Australia said dumping waste into landfill costs councils much more money than recycling organic waste . She said collection of green bins could stop bad smells and make the system easier for residents . However , some people are worried about the .
