Pada tanggal Juni 1945 , sebuah panitia kecil yang beranggotakan orang bernama Panitia Sembilan berhasil menyusun kompromi rancangan Pembukaan UUD . Naskah ini diberi nama " Piagam Jakarta " oleh Mohamad Yamin dan dinamakan " " oleh Ir . Sukarno . Di dalam naskah tersebut terkandung rancangan dasar negara . Perbedaan paling mendasar terletak pada sila pertama yang berbunyi : " Ketuhanan , dengan kewajiban menjalankan islam bagi pemeluk - pemeluknya " . Kesepakatan ini menjadi jalan tengah dan antara golongan kebangsaan dan golongan .
