TANGENTIAL CIRCLES
Tangent circles. In geometry, tangent circles (also known as kissing circles) are circles in a common plane that intersect in a single point.
There are two types of tangency: internal and external.
Tangent circles - Wikipedia

To construct a circle touching a given circle.
Circle O, radius = 30 mm; circle C, radius = 20 mm.
Draw circle O.
Draw any line OT passing through centre O.
Set compasses to the sum of the the two radii - 30 + 20 = 50 mm.
With centre O strike arc of 50 mm radius along lin OT to give C.
Then C is the centre of the tangential circle.
