Superior Court judges in Arizona's four largest counties are initially nominated by a commission and then chosen by the , as are all appellate court and state supreme court justices . However , unlike the federal court system , Arizona judges face a retention election every four years . The JPR Commission uses a two - part . One part is designed to help judges set goals to improve their performance , and the other is to evaluate that performance . The results of these surveys are used to calculate standards for judicial performance in the areas of legal , integrity , communication skills , judicial temperament , and performance .
