Superior Court judges in Arizona's four largest counties are initially nominated by a commission and then chosen by the , as are all appellate court and state supreme court justices . However , unlike the federal court system , Arizona judges face a retention election every four years . In these , judges do not face an but rather , voters decide whether the judge should in office . Voters are helped in this process through the work of the Commission on Performance Review ( JPR ) . The JPR Commission uses a two - part . One part is designed to help judges set goals to improve their performance , and the other is to evaluate that performance . The JPR Commission issues surveys to litigants , , witnesses , and court . The results of these surveys are used to calculate standards for judicial performance in the areas of legal , integrity , communication skills , judicial temperament , and performance . The results of these surveys are in the Arizona Secretary of State's Voter Information Pamphlet so that it can be studied by voters before the election .
