Contexto: final de la ocupación militar de EE. UU. y reivindicación de la soberanía nacional. Vásquez y Velázquez asumieron el poder en 1924.

Con la toma de posesión el 12 de julio de 1924, terminó la ocupación militar y se inició un periodo de transición hacia la soberanía.

El gobierno se percibe como continuación de la ocupación: programas y obras heredadas se ampliaron o completaron, fortaleciendo la influencia estadounidense.
