The structure "would rather + clause" implies the use of either past simple or past perfect.

When we have a prepositional phrase after the "it's time" structure, the verb stays in infinitive form.

When both the "would rather/sooner" clause and the verb clause share the same subject, the verb remains in bare infinitive form.

The "it's time" structure can only be used with past simple.
