El edificio bibliotecario debe tener una buena distribución y orientación de espacios (interior). Debe ser céntrico, reconocible y sin barreras (exterior).

El edificio debe tener una estructura interna que facilite el movimiento del personal, los usuarios y los libros.

La biblioteca debe ser cómoda y resultar atrayente. Este confort debe ser acústico (evitando los ruidos), visual (buena iluminación), ambiental (temperatura idónea) y psicológico.

Las condiciones físicas del edificio (temperatura, humedad, luminosidad, etc.) deben ser constantes para favorecer el trabajo tanto de los usuarios como del personal, y para la conservación de los materiales bibliográficos.

El edificio debe construirse y mantenerse con el mínimo de recursos, tanto financieros como humanos, pero sin reducir la calidad del servicio.

El edificio debe haber sido diseñado de tal manera que permita su crecimiento: hacia los lados (si se puede) o hacia arriba y/o hacia abajo (añadiendo nuevas plantas).

Los espacios y servicios deben haber sido diseñados para que puedan ser modificados en función de las necesidades cambiantes de los usuarios.

Debe haber una organización racional de los espacios para favorecer el libre acceso a los libros y a los servicios.

Se debe garantizar que los usuarios, el personal, el equipamiento y la colección no estén en riesgo (materiales ignífugos, dispositivos de seguridad, etc.).

El edificio debe permitir diferentes secciones en su interior para las diferentes necesidades (salas de lectura, de consulta, de investigación, de ocio).
