Use which for things in non-essential clauses.

Passive reduction → held. The race receives the action (it is held), so use the past participle to form a reduced passive clause: held at the Sakhir Circuit.

Commas show extra (non-essential) information.

Removing the clause still leaves a complete sentence. A non-essential (non-defining) adjective clause adds extra information that is not needed to identify the noun. If you remove the clause, the sentence still makes sense and remains complete. It is also usually set off by commas, as in option B.
