El ANMEB fue el acuerdo de 1992 que dio inicio a su modernización.

Las tres erres: reorganización, reformulación de contenidos y revaloración del magisterio.

Se transfirieron recursos y administración a los gobiernos estatales.

La reforma curricular tuvo un enfoque por competencias.

La Carrera Magisterial se institucionalizó en 1993.

Seis factores: antigüedad, grado, examen, cursos, desempeño y aprovechamiento.

ACE promovió la profesionalización y concursos para plazas.

Crítica central: enfoque tecnocrático sin cambiar condiciones del magisterio.

ACE abrió camino para la Reforma Educativa de 2013.

ACE incluyó evaluación, competencias y evaluación para mejorar; no abolió evaluaciones.
